Dns CLI is no longer supported, use net/pdq CLI to test, which supports
TCP lookups and is the API used by milter-spiff 0.15 and spf CLI.

This passes for me.
a) Are you using a local DNS server on the machine running milter-spiff?
A TempError typically relates to missing DNS responses.
b) Are you using the PDQ DNS defaults settings in milter-spiff?
