I seem to remember when I set this up I had to increase the logging level of
sendmail so milter-report would pickup details from the log it needed?

I can't remember precisely since I used it for a little while and then had to
stop using it. In my case, I host email filtering services for many domains,
some resellers, and when they were receiving reports from my companies domain
name (for resellers clients) it caused some customer issues. 

If I could tell milter-report for xyz domain use postmaster@resellerdomain.com
that problem would have been solved. But I do remember that it was pretty
straight forward to setup, installed, added to sendmail.mc and away it went.
