Note: The periods in the "2" address have been replaced by periods due to it 
being rejected by snertsoft.net (which makes sense): mx.snert.net

Per http://www.snert.com/Software/ecartis/index.php?go=/milters/2006-07/1005
(and maybe elsewhere), 127.0.0.1 is whitelisted in the milters. Is only
127.0.0.1 whitelisted?

I have 2 sendmail processes on the same host -- the first relaying to the
second. Since 127.0.0.1 is whitelisted, I told the second (sm-mta-tx) to
listen on 127_0_0_2, but I still seem to be running into the
skipConnection=1 issue.

Access.db only contains commented out default lines.

Some of the log entries:

sm-mta-rx[19074]: mBTDisLN019058: SMTP outgoing connect on [127_0_0_2]
sm-mta-tx[19075]: NOQUEUE: connect from [127_0_0_2]
