Depends on the MIME encoding. When there is no MIME 
Content-Transfer-Encoding header, then you assume 7-bits (1..127) though 
in practice you only accept printable US-ASCII and white space 
characters (9, 10, 13, 20..126). Base64 and quoted-printable are 7-bit 
encodings, then you have 8-bit range 1..255, and then binary which 
allows 0..255.
