In Fedora Core 4, this flag got moved to /proc/sys/fs/suid_dumpable

I made these changes and kill -QUIT <PID> won't produce a core dump for
milter-null.

Several references indicate that Fedora removed this feature.  It's
confusing.

Any other suggestions?
