Check http://www.rfc-editor.org/rfc/rfc4408.txt It outlines how SPF is 
should be for used in checking HELO arguments, particularly in the event 
of MAIL FROM:<>. See helo-policy and mail-policy options of the 
milter-spiff documentation. Even if helo-policy is disabled, the HELO 
argument is still used to handle the MAIL FROM:<> case.
